Along with the increase of vegetable production, the number of part-time farmer is on the rise. At the same time, the large-scale farmers which have paddy filed and other cultivated lands was developed in a state of excess-supply of agricultural land leases. And such condition is caused by aging of agricultural community. In this paper, the conditions that led to the development of such large-scale management are ascertained by means of a survey, and we study the issues associated with the establishment of land-use agriculture. In this study, the author 1) compiles an outline of contractors in horticulture promotion and agricultural cooperatives in Shimokawa town, 2) analyzes the actual conditions of spring wheat seeded in the early winter, the new methodof crop rotation that was introduced at the beginning of the last decade, and the activities of producers'organizations, and 3) discusses the conditions for sustaining land-extensive agriculture and fostering leaders in greenhouse horticultural areas. It is because it becomes impossible for the bearer and the farmland to decrease, and to maintain the agricultures of various places. For instance, this tendency is remarkable in the less- favoured area like the intermediate and mountainous area. However, in the farm village part, agricultural producers' cooperative corporation and the agricultural support organization that deals with a crisis is set up. Moreover, the farmland system had changed, it became easy for the enterprise to enter agriculture. Therefore, the region that it wants to accept the enterprise has increased as a new bearer .As for the less- favoured area where a decrease of the bearer and the farmland is remarkable, the tendency is strong. Moreover, corporate getting the job by the influence of the recession becomes difficult. Such an enterprise tries to enter agriculture, and to try to improve the income. The region where the number of bearer decreases will welcome the entry of such an enterprise. But, the enterprise that drops agriculture because it doesn't make a profit exists, too. When such a case appears, the farmland is left while ruined, and the region suffers. It is a region the putting things in order afterwards where such an enterprise was accepted. Agricultural parties concerned in Hokkaido should accomplish the following two duties in the future. First, it is the bearer like cooperative firm management promotions and promotion of organizing of the regional agriculture. Of course, the promotion of the subject that does agricultural producers' cooperative corporation and the agricultural support organization that deals with a crisis is set up. The reason is that the farmer should concentrate to correspond to an agricultural crisis. Secondarily, the entry rule is made for the enterprise where the possibility of withdrawing exists. If they do not do this duty, the agricultures of various places will collapse. Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, The Study of Technical Innovations in Production and Transportation of Self-supplied Feed by Maize Wrap Machine., 20120401, 20150331, ARAKI Kazuaki; KOITO Kentaro; SIMIZUIKE Yoshiharu; INOUE Seiji; SUGIMURA Yasuhiko; AWAJI Kazunori; YOSHIOKA Toru; MORI Hisatsune, Maize Wrap Machine is innovative in production and transportation of self-supplied feed of animal industry and dairy industry in Japan. The result of our survey clearly shows three points. Firstly, Maize Wrap Machine enables us to preserve grass silage, maize silage and food residues for a long term. Secondly, compressed self-supplied feed and TMR by this machine makes possible distribution through a wide area. Thirdly, this machine changes the structure of feeding system by improving the efficiency of works on dairy farms in Iwate prefecture. Maize Wrap Machine can strengthen the international competitiveness of dairy industry in Japan and increase the rate of self-sufficiency in feed.

| Establishment of Land-Extensive Agriculture and Large-Scale Farm Management in the Horticultural Area, 正木 卓; 東山 寛; 井上 誠司, 農経論叢, 68, 2013 , The focus of this paper is Assabu-cho, located in the southern part of Hokkaido, which has been an outdoor-culture horticultural area since the second half of the 1980s. Along with the increase of vegetable production, the number of part-time farmer is on the rise. At the same time, the large-scale farmers which have paddy filed and other cultivated lands was developed in a state of excess-supply of agricultural land leases. And such condition is caused by aging of agricultural community. In this paper, the conditions that led to the development of such large-scale management are ascertained by means of a survey, and we study the issues associated with the establishment of land-use agriculture. |
| Conditions for Sustaining Land-Extensive Agriculture and Fostering Leaders in Greenhouse Horticultural Areas : A Case Study of Shimokawa Town, Hokkaido, 正木 卓; 井上 誠司; 東山 寛, 農経論叢, 67, 2012 , This study examines the conditions for fostering people to lead land-extensive agriculture in hilly and mountainous regions using the case study of Shimokawa town, northern Kamikawa, Hokkaido. In this study, the author 1) compiles an outline of contractors in horticulture promotion and agricultural cooperatives in Shimokawa town, 2) analyzes the actual conditions of spring wheat seeded in the early winter, the new methodof crop rotation that was introduced at the beginning of the last decade, and the activities of producers'organizations, and 3) discusses the conditions for sustaining land-extensive agriculture and fostering leaders in greenhouse horticultural areas. |

| Trend of bearer and farmland use in Hokkaido when farmland system reform is executed, Inoue Seiji, The frontiers of agricultural economics, 15, (2) 3 - 18, 2010 12 , The Hokkaido agriculture is in the crisis situation now. It is because it becomes impossible for the bearer and the farmland to decrease, and to maintain the agricultures of various places. For instance, this tendency is remarkable in the less- favoured area like the intermediate and mountainous area. However, in the farm village part, agricultural producers' cooperative corporation and the agricultural support organization that deals with a crisis is set up. Moreover, the farmland system had changed, it became easy for the enterprise to enter agriculture. Therefore, the region that it wants to accept the enterprise has increased as a new bearer .As for the less- favoured area where a decrease of the bearer and the farmland is remarkable, the tendency is strong. Moreover, corporate getting the job by the influence of the recession becomes difficult. Such an enterprise tries to enter agriculture, and to try to improve the income. The region where the number of bearer decreases will welcome the entry of such an enterprise. But, the enterprise that drops agriculture because it doesn't make a profit exists, too. When such a case appears, the farmland is left while ruined, and the region suffers. It is a region the putting things in order afterwards where such an enterprise was accepted. Agricultural parties concerned in Hokkaido should accomplish the following two duties in the future. First, it is the bearer like cooperative firm management promotions and promotion of organizing of the regional agriculture. Of course, the promotion of the subject that does agricultural producers' cooperative corporation and the agricultural support organization that deals with a crisis is set up. The reason is that the farmer should concentrate to correspond to an agricultural crisis. Secondarily, the entry rule is made for the enterprise where the possibility of withdrawing exists. If they do not do this duty, the agricultures of various places will collapse. |

| Japan Society for the Promotion of Science, Grants-in-Aid for Scientific Research, The Study of Technical Innovations in Production and Transportation of Self-supplied Feed by Maize Wrap Machine., 20120401, 20150331, ARAKI Kazuaki; KOITO Kentaro; SIMIZUIKE Yoshiharu; INOUE Seiji; SUGIMURA Yasuhiko; AWAJI Kazunori; YOSHIOKA Toru; MORI Hisatsune, Maize Wrap Machine is innovative in production and transportation of self-supplied feed of animal industry and dairy industry in Japan. The result of our survey clearly shows three points. Firstly, Maize Wrap Machine enables us to preserve grass silage, maize silage and food residues for a long term. Secondly, compressed self-supplied feed and TMR by this machine makes possible distribution through a wide area. Thirdly, this machine changes the structure of feeding system by improving the efficiency of works on dairy farms in Iwate prefecture. Maize Wrap Machine can strengthen the international competitiveness of dairy industry in Japan and increase the rate of self-sufficiency in feed. |
